What is a Sustainable Mobility Plan?

A Sustainable Commuting Plan is a strategy focused on decarbonizing transport and guaranteeing the right to clean, healthy mobility. Its objective is to analyze employee commuting patterns and implement solutions to optimize routes, reduce travel times, and promote efficient, environmentally friendly modes of transport.

What benefits does a Sustainable Mobility Plan bring to a company?

To whom the law applies

Under Law 9/2025 of December 3, having a Sustainable Commuting Plan (PMST) is mandatory before December 2026 for:

Companies

Workplaces with more than 200 employees, facilities with more than 100 people per work shift, and logistics, commercial, or healthcare facilities with high foot traffic.
(Note: The creation of joint PMSTs—grouping multiple centers within the same business park to share costs for shuttle services or infrastructure—is permitted and encouraged.)

municipal elections

Obligation to adopt sustainable mobility plans (with a simplified procedure for municipalities with 20,000 to 50,000 inhabitants) and periodic monitoring reports.
